Remove nboldt from OWNERS for community-plugins-maintainers

As I won't have the time going forward to dedicate to this task, I'm releasing my seat as a maintainer. Perhaps in future we might vote to swap in someone else from RH (maybe Paul Schultz?) or from the wider community
