In addition we will also add validation to the `yarn prepack` command in such a way that it does not interfere with backend package bundling, but does apply when packing packages for publishing. These changes will all be rolled out in a single release of the Backstage CLI, meaning that anyone publishing Backstage packages using the Backstage CLI will be required to provide the new metadata.
