Remove deprecated createPublicSignInApp from @backstage/frontend-defaults
...
The function was deprecated in favor of using `createApp` with the
`appModulePublicSignIn` module from `@backstage/plugin-app/alpha`.
This removes the function, its tests, and updates the documentation
to use the recommended approach.

Rename "package discovery" to "feature discovery" across all plugin
READMEs and docs to match the established terminology. Slim down the

docs: update frontend plugin docs to default to new frontend system

Restructure plugin documentation so that the new frontend system is
the default, unlabeled installation path. Old frontend system
instructions are moved to a dedicated "Old Frontend System" section.
Add a new "Installing Plugins" page to the frontend system docs
covering package discovery, manual installation, and configuration.

docs: Fix inverted owner relation type in descriptor format docs
...
The `spec.owner` relation tables for all entity kinds incorrectly listed
`ownerOf` as the generated relation with `ownedBy` as the reverse. The
entity emitting the relation is owned by the target, so the outgoing
relation is `ownedBy` and the reverse is `ownerOf`.
