This deprecates the `ExploreToolsConfig` API (in `@backstage/plugin-explore-react`) which is replaced by the `ExploreApi` & `ExploreClient`. The list of `ExploreTool` data can now be provided on the backend by either using the supplied `StaticExploreToolProvider` or by implementing a custom `ExploreToolProvider`.
